Echo SL interaction with eg Afterburner/retrofitted

Does the ability from SL Echo work when somebody uses afterburners/retrofitted autothrusters and has the corresponding ability on their action bar?

Yes. As long as the action is on the ship's action bar, Echo's ability can resolve, even if the action was granted by another effect.
