How does random player order starting in round 2 work… is that still to break ties on IN for activation and shooting as normal? Or is that meant to have any IN ship if they ‘win’ to go first in player order that they will be first to move, last to shoot?

Player order is randomized and play proceeds normally, with ships activating and engaging according to their initiative, with player order breaking any ties.
