Carnor Jax Ability Requirements

Does Carnor Jax's ability require a ship to be at Range 0-1 AND in front arc, or Range 0-1 IN the front arc?

Syntax for Carnor Jax is "at range x, in arc y" whereas other abilities like Darth Vader crew and ISB Jingoist are "in y arc, at range x". There are other "at range x, and also in in arc y"-style abilities but they are written more clearly as separate statements.

Carnor Jax's ability requires the enemy ship to be at Range 0-1 from Carnor and inside firing arc. The ability can trigger even if the enemy ship is at range 2 inside Carnor's firing arc but at range 0-1 from him.
