Lando has Loose Stabilizer and does a blue bank, then adds his pilot ability to the queue first, and then Loose Stabilizer. He uses his ability to repair Loose Stabilizer. Does Loose Stabilizer still resolve now that it is no longer present?

Yes, you can do that because Damage Cards with "Action:" are considered player's abilities and you can choose the order of resolution. In this case Loose Stabilizer does not resolve because it's not in play anymore.
