With 'Targeting Matrix' equiped, while attack in Range 0:

a) can I spend 'focus' result - as it is not in '2.b Modify Attack Dice', but '4. Neutralize Results.'

or

b)it counts as Modify dice and is forbidden in R0?

You cannot spend a result with Targeting Matrix while performing a primary attack at range 0.

Although the ability does not resolve during the Dice Modification step, it is still a dice modification effect that takes place during an attack, and the attacker is not permitted to modify the attack dice while performing a primary attack at range 0.

Note that this only applies to primary attacks; if you are performing a special attack at range 0 (for example, using the Hotshot Tail Blaster upgrade), you may modify the attack dice, including spending a result with Targeting Matrix.
